An accessory dwelling unit is a second, self-contained home on a single-family lot, with its own kitchen, bathroom, sleeping area, and private entrance. An ADU builder designs it, clears the zoning and permit path, brings utilities to it, and builds it to the same code as the main house.
The kitchen is what makes it a dwelling. Under both the City of Mobile and City of Foley definitions, permanent cooking facilities turn a shed, pool house, or garage into a legal dwelling unit, which triggers zoning review, a parking space, and utility capacity checks.
That is the line between a backyard office and a backyard cottage, and it is where most do-it-yourself ADU plans fall apart. We handle that line for you from the first site visit.
The families who call us about ADU construction are usually solving one of a few problems. Most of them have owned their lot for years and would rather build on it than move.
A detached ADU sits in its own building. An attached suite shares a wall and a roof with the main house. The difference matters more here than in most states.
Fairhope, for example, has historically classified an attached suite with a kitchen under a common roof as part of the principal dwelling, while limiting detached accessory structures to a half bath and no kitchen.

ADU construction on the coast comes in four forms: a detached backyard cottage, a garage conversion, an above-garage carriage house, and a junior ADU carved out of the existing house. Each has a different cost, timeline, and zoning profile.
A detached ADU is a stand-alone cottage in the rear yard with no shared walls. It is the most private option, the most valuable at appraisal, and the one every ordinance regulates hardest.
As a backyard guest house builder and casita builder, we place the unit behind the front building line, inside the side and rear setbacks, off any recorded easement, and within the size percentage the jurisdiction allows.
The work is in what the garage was never built to do. We insulate and vapor-seal the slab, add egress windows for the bedroom, replace the overhead door wall with framed wall and a proper entry, and bring plumbing, electrical, and mechanical to the 2021 IRC as adopted in Alabama.
Mobile's UDC is explicit that any structure converted to an ADU, including a garage or shed, must be brought to current building code. Baldwin County, Foley, and the Mississippi cities apply the same standard through the permit itself.
It is also the most expensive ADU per square foot. The garage below has to be engineered for a second floor and for coastal wind at the same time, and an exterior stair, landing, and second-story roof tie-in all add labor.
Mobile and Foley allow two stories. Biloxi caps detached ADUs at 20 feet, which usually rules a carriage house out there.
Baldwin County Planning Districts 10 and 24 only allow accessory dwellings inside the main dwelling, so a JADU is the only legal ADU form in those districts. It also fits families who want an aging parent close, with a door that locks and a kitchen that works.

ADU zoning on the Gulf Coast is decided city by city and district by district, not by the state. The same 800-square-foot cottage that is permitted by right in Mobile needs a variance in Fairhope and a Board of Adjustment hearing in Foley.
This is the part of ADU construction that stalls the most projects, so we check it before we draw anything. The table below is the version we use in the first consultation.

Inside the Mobile city limits, the Unified Development Code permits one accessory dwelling unit per lot in the R-A, R-1, and R-2 districts as an accessory use. That means no rezoning and no variance for a conforming unit.
The cap is 1,000 square feet of gross floor area or 50% of the principal dwelling, whichever is smaller. A 1,600-square-foot ranch can carry an 800-square-foot cottage. A 2,400-square-foot house can carry the full 1,000.
Two rules catch homeowners off guard. The unit cannot sit in any recorded easement, so we pull a title survey early. And any house in a designated historic district needs Architectural Review Board approval before Build Mobile will issue the permit.
Theodore, Grand Bay, Wilmer, and the outskirts of Semmes have no countywide zoning use table. There is no ADU size cap and no setback ordinance to check, which is why so many of our detached cottages land there.
You still need building, electrical, plumbing, and mechanical permits and inspections from Mobile County Inspection Services. If the lot is on septic, the Alabama Department of Public Health sizes the system by bedroom count, and a one-bedroom cottage often means a larger tank or a longer field.
Baldwin County permits accessory dwellings by right in most zoned planning districts, as long as the unit does not exceed 60% of the principal residence. The county then layers district-specific rules on top.
Foley requires a complete, independent unit no larger than 60% of the principal residence, set 10 feet from every lot line and every other structure, with no placement in a front or street-side yard.
The unit may cover no more than 30% of the required yard and needs one parking space. Board of Adjustment and Appeals review adds a meeting cycle to the schedule.
Fairhope has long limited detached accessory structures to a half bath, no kitchen, and utilities through the main house. Unless the ordinance has been updated or a variance is granted, an attached suite is the realistic path there.
Gulfport allows rear-yard ADUs up to 1,000 square feet with matching exterior materials. Biloxi caps them at 800 square feet and 20 feet tall on a permanent foundation. Ocean Springs permits one internal, attached, or detached unit per home under UDC 6.3.

A good ADU builder gives you a site verdict before a price. We start every ADU with a free in-home design consultation and a walk of the lot, because the yard decides more about this project than the floor plan does.
From that visit you get a transparent, fixed estimate covering design, engineering, permits, utilities, and construction. You know what you are paying for and when each phase happens before any dirt moves.

A residential designer draws the unit and a structural engineer seals the plans, showing the wind-load design, foundation, and flood elevation. Plan review in Mobile also confirms the unit meets the 2021 IRC as adopted in Alabama.

Unincorporated lots go to Mobile County Inspection Services at (251) 574-3507. A backyard cottage on the Gulf Coast has to survive the same hurricane a FORTIFIED main house does. It also sits on a flatter, wetter, more termite-prone piece of ground than the house, because the house got the high spot when the lot was first built.
We engineer every ADU for the coast it lives on. That is the difference between a unit your insurer will cover and a shed with a kitchen.
Coastal Mobile and Baldwin counties fall in an ASCE 7 design wind zone of roughly 150 to 160 mph. A detached ADU has no big house to hide behind, so it gets the full load.
Every unit we build carries a continuous load path from the foundation anchors through hurricane straps to the roof deck, with impact-rated or shuttered openings. The same structure that earns FORTIFIED Gold on a roof is what keeps a cottage on its slab.
Because Wise Builders is a FORTIFIED roofing contractor, we can build an ADU roof to IBHS FORTIFIED Home Gold: sealed roof deck, ring-shank nails, rated openings, and a verified load path.
Alabama mandates wind-insurance discounts of 35 to 60% on the hurricane portion of the premium for FORTIFIED homes in the coastal counties of Mobile, Baldwin, and Washington. Ask your carrier how a FORTIFIED ADU is rated on your policy.
Coastal Mobile County, Dauphin Island, Gulf Shores, Orange Beach, and the Mississippi coast carry large AE and VE flood zones. A new ADU in one of those zones has to be elevated to the base flood elevation plus local freeboard, on piers or a raised slab, with an elevation certificate at the end.
That changes the foundation, the utility routing, and the price. It is also why an above-garage unit sometimes beats a cottage in a VE zone: the living space is already above the water.
A new slab, driveway, and walkway add impervious surface on flat lots with a high water table. Jackson County, Mississippi requires a drainage review, and several Baldwin districts count the ADU against the 35% coverage cap. We size gutters, French drains, and grading with that in mind.
Nine months of cooling season, salt air, and Formosan subterranean termites are the slow-motion threats. We specify James Hardie fiber-cement siding, borate-treated framing at the slab line, termite-shielded penetrations, and a properly sized mini-split so the unit dehumidifies instead of just cooling.
Inside Mobile's designated historic districts, the ADU also needs Architectural Review Board approval before permitting. That means matching roof pitch, siding profile, and window proportion to the main house. Gulfport requires matching exterior materials on every ADU, historic or not.

Utilities are the hidden half of ADU cost. A cottage 90 feet from the street needs water, sewer, power, and conditioned air brought to it, and on a flat coastal lot the sewer usually runs the wrong direction.
We plan every utility run on the site plan before the estimate, so the taps, the trench, and the fees are all in the number.
Inside the MAWSS service area, a new ADU that gets its own service pays a water tap, a sewer tap, capacity fees, and a meter fee. If the unit ties into the house service instead, the tap fees drop, but you lose the ability to bill a tenant separately.
Rear-yard units on flat lots often sit below the invert of the existing sewer lateral. When gravity will not carry it, we install a grinder pump and a pressure line, or extend a new lateral to the main. On septic lots, ADPH sizes the system by bedroom count and the cottage often triggers a tank or field enlargement.
A 600 to 1,000 square foot ADU typically needs a 100-amp sub-panel. It can be fed from the main panel, if that panel has the capacity, or from its own meter base set by Alabama Power, Baldwin EMC, Riviera Utilities, or Mississippi Power.
A separate meter lets a landlord bill the tenant directly and satisfies lenders looking for a true independent unit. A sub-meter behind the main meter is the fallback where the ordinance requires utilities through the main house, as Fairhope has historically done.

A detached unit cannot share the house ductwork, and it should not. These are the systems we specify by default.
A Mitsubishi, Daikin, or Fujitsu ductless mini-split gives the ADU its own thermostat and no ductwork from the main house. High SEER2 ratings matter in a nine-month cooling season, and a single-zone unit sized to the cottage dehumidifies far better than an oversized one.
A Rinnai, Navien, or Rheem tankless heater frees a closet's worth of floor space and gives one kitchen and one bath unlimited hot water. In a 600-square-foot unit, that closet is the pantry.
A full kitchen with a range makes the unit a legal dwelling, which is the point of an ADU. A kitchenette with a microwave and bar sink keeps it an accessory structure, which is sometimes the only thing Fairhope or an HOA will approve. We design to whichever line you need to stay on.

A prefab ADU is a factory-built unit delivered to your lot, either as a finished module or a panelized kit. It can save money on the box itself, but on the Gulf Coast the box is rarely the expensive part.

Prefab wins on a large, high, open lot with clear crane access, a standard rectangular unit, and no historic review. Rural Mobile County and inland Baldwin lots fit that profile more often than beach or in-town lots.
Site-built wins inside a flood zone, inside an ARB district, on a tight lot with no rear access, or whenever the unit has to match the main house. It also wins on any lot where the utility run and the foundation are already most of the budget, which is most coastal lots.

HomeStyle and 203(k) lenders order an as-completed appraisal on Fannie Mae Form 1004, with a Form 1007 comparable rent schedule. The appraiser values the property as if the ADU were finished, estimates its market rent, and confirms it is a legal, permitted unit.
That last point is why zoning comes before design in our process. An unpermitted cottage is a shed to an appraiser, no matter how nice the kitchen.
If rent is the plan, know the local rules first. Gulf Shores requires a business license, a rental fee, lodging tax, and a safety inspection for short-term rentals. Orange Beach stopped issuing new short-term rental licenses in RS-1 zoning. Mobile's ADU section is silent on short-term rentals, which means the general business rules apply.

In Mississippi, residential construction over $50,000 requires a Mississippi State Board of Contractors residential builder license. Yes. Unincorporated Mobile County has no zoning, so there is no size cap, but every ADU still needs building, electrical, plumbing, and mechanical permits and inspections from Mobile County Inspection Services. Septic lots also need an ADPH onsite sewage evaluation, since the department sizes systems by bedroom count.
Baldwin County permits accessory dwellings by right in most planning districts at up to 60% of the main residence, with District 21 capped at 1,200 square feet and Districts 10 and 24 limited to interior units.
Foley allows a complete independent unit at 60% of the residence, 10 feet from all lot lines and structures, two stories, with one parking space and Board of Adjustment review.
Historically, no. Fairhope has limited detached accessory structures to a half bath, no kitchen, and utilities through the main house, unless a variance is granted or the ordinance is updated. Most Fairhope families build an attached suite instead, which we cover on our mother-in-law suite page.
Yes, under two programs. FHA Mortgagee Letter 2023-17 lets 75% of an existing ADU's rent and 50% of a new ADU's projected rent under a Standard 203(k) count toward qualifying income, capped at 30% of total income. Fannie Mae HomeStyle Renovation finances the build and allows up to three ADUs on a one-unit property where zoning permits.
Not always. A separate meter lets you bill a tenant and satisfies lenders looking for an independent unit, but a 100-amp sub-panel fed from the main house is code-compliant and cheaper. Fairhope has historically required utilities through the main house.
Inside MAWSS, a separate water and sewer service runs about $5,600 in 2025 taps, capacity fees, and meter fees.
Sometimes. IRC Appendix Q relaxes ceiling height, loft, and stair rules for houses under 400 square feet, but only where a jurisdiction has adopted it locally, and most on this coast have not.
